A procurement method in which a enterprise seeks to locate the most cost efficient location for manufacturing a product, even if the place is in a foreign country. For example, if a toy manufacturer finds that manufacturing and delivery expenses are reduce in a foreign country due to reduce wages of foreign employees, the organization may close the domestic factory and use a foreign manufacturer.
